General Plan - Clear Air Force Base

Rexroad APG updated the General Plan for Clear AFS. This project included a Long Range Vision Plan accomplished through a visioning session conducted by Rexroad APG staff with key personnel to define potential development requirements. The plan was developed in a graphically and aesthetically pleasing format, with an eye toward innovative and comprehensive, yet pragmatic solutions to current physical shortfalls.

The primary mission of the 13th SWS is to provide missile warning and space control data to NORAD and US Strategic Command using a solid-state phased array radar system (SSPARS). The Clear Station is one of three ballistic missile early warning system (BMEWS) stations and is a vital component of the defense of the United States and Canada from Intercontinental Ballistic Missiles (ICBMs) and Sea-Launched Ballistic missiles (SLBMs). This important mission demands 99.99 percent operational capability at all times. To meet this requirement all proposed projects in the plan include extremely detailed staging and implementation with consideration of all potential impacts. Another unique aspect of this plan resulted from addressing the harsh conditions found in Alaska’s interior. The extreme temperatures at Clear have a strong impact on both the infrastructure and mission effectiveness. These issues required Rexroad APG to spend a great deal of time evaluating structures and organizational relationships in order to ensure that the highest level of functional adequacy is achieved.

The major thrust of the Capital Improvements Plan is the reduction of excess facilities. The implementation of this plan will support sustainability by optimizing Operations & Maintenance practices and shifting these resources to high-performance buildings with long-term value. The removal of more than 400,000 SF of legacy facilities left over from the cold war era will save the installation and the AF millions of dollars O&M costs and is expected to result in 50,000 pounds per hour additional heating capacity.

The final deliverables contain hypertext documents, images, graphics, maps, and associated electronic files as an Electronic General Plan (EGP). The EGP is a means for providing the General Plan information in an interactive electronic format, improving access to information, and facilitation easier updates. This system will be integrated with installation Intranet and will provide search capabilities for the EGP java scripts. These java scripts will be written in as Active Server Pages and are intended to enhance document appearance and features without requiring additional software programs.
