Rexroad APG updated the Master Plan for the Defense Distribution Center (DDC) located in New Cumberland, PA, which is a Defense Logistics Agency (DLA) site describes the installation, its mission, operational environment and current land uses. This plan outlines a practical planning process that will ensure a logical, orderly and efficient use of land and facility resources over the next twenty years.

The Short Range Plan for New Cumberland is detailed in a prioritized Real Property Maintenance (RPM) Program Budget Listing and reflects the DDSP Commander-approved plans to allocate resources to facility revitalization, major repair and environmental issues. It also tracks real property disposal actions and commitments against Military Construction (MILCON) projects.

The Mid-Range Plan includes facility requirements associated with the Program Objective Memorandum (POM) cycle and consists primarily of replacement of older, inefficient facilities as well as those structures that are well past their economic life. Most of these projects are included in the Capital Improvement Plan (CIP) and are largely replacement warehouses in support of DDSP activities. These new warehouses will provide modern, efficient structures with a higher volume capacity utilizing a smaller footprint. This increased capacity will help to reduce the demand at the Mechanicsburg site, provide flexibility for future development projects and accommodate necessary Anti-Terrorism / Force Protection (AT/FP) setback requirements. Additionally, there are projects in the POM cycle dedicated to community support facilities for the military presence at the installation.

The CIP provides guidance for investment in real property assets to best support the New Cumberland installation mission in compliance with DLA planning guidance and environmental regulations. The primary goal of the CIP is to ensure adequate facilities are available to enable mission accomplishment and support the military and civilian workforce. Employees at New Cumberland should be accommodated in modern, safe, economical and work-effective facilities.

The Long-Range Plan describes the planning process and details the analysis completed that led to the conclusions contained herein. During development of this plan, primary consideration was given to the mission of the installation. A significant portion of the mission at New Cumberland is related to DDSP and the EDC operation. Facility requirements for all activities on the installation were also considered in developing the proposals in this report.
