Ft. Hamilton Real Property Master Plan
Rexroad APG is developing the Real Property Master Plan for Fort Hamilton New York. The plan provides a systematic comparison of existing facilities with projected facility requirements at this historic location. This process results in the development of construction projects to meet identified deficiencies, or other actions that guide and maintain the orderly physical development of the installation. The governing objective is to ensure the prudent use of limited land, facility resources and funds. The RPMP is also intended to provide a comfortable living and working environment for personnel working at, assigned to, and/or living at Fort Hamilton. The following five component plans will be delivered within a customized Content Management System (CMS) for ease of maintenance and viewing over the intranet. Deliverables also include a dynamic map viewing component to showcase associated GIS data and plan elements.
RPMP Digest
The RPMP Digest is a general plan that encapsulates the essence of the RPMP. It documents the planning process and serves as a user-friendly snapshot of the RPMP.
Long Range Component
The Long Range Component (LRC) contains focused, detailed planning strategies that guide the long-range use of land and facilities on the installation. It is a broad-based area analysis of the entire site projected over a period of 20-years. It is where all baseline information is described, future facility needs are assessed, installation capacity is determined and the future vision of the installation is defined. The LRC is the primary instrument for real property decisions at Fort Hamilton.
Installation Design Guide
The Installation Design Guide (IDG) prescribes the urban design character of the site. It is based upon general Army principles of form and layout, as well as the unique installation specific design principles reflecting the character of the area.
Capital Investment Strategy
The Capital Investment Strategy (CIS) contains a holistic set of actions necessary to fulfill the FDP of the installation. It focuses on strategies to integrate current demands with long-term facility needs based on assessments of excesses and deficits. It provides a bulleted list of how each facility need will be addressed including rehabilitation, new construction and/or demolition.
Short Range Component
The Short Range Component (SRC) reviews the installation’s short-range construction program based on the Army’s six-year Program Objective Memorandum (POM) cycle and the CIS. It marks the transition from planning to programming and provides a list of planned projects to be conducted over the next 1-5 years. All listed projects have undergone the Requirements Analysis process documented in DD Form 1391, have funding sources identified and have been sited.
