Facility Utilization Study - Fort Sam Houston

Rexroad APG has conducted multiple surveys to collect data and provide planning support for the Army Medical Center and Schools (AMEDD C&S) at Fort Sam Houston, Camp Bullis and Fort Rucker. The bulk of the effort will be the facility utilization study (FUS) for 2.6 million square feet. This effort alone required a field team of eight surveyors on site for two months while they measured the facilities, interviewed occupants and populated a customized Access database that accommodates a dynamic link to thematically display floor plans according to use and user. All rooms will be identified as a room type (i.e.; Office, Storage, et cetera) and secondly as a particular function (i.e.; PAIO Chief Office, Furniture Storage, et cetera) with an attribute block that is also dynamic to the database. This will allow a high level of functional recognition giving the drawing portfolio a broader audience and purpose.

This information will directly support the Requirements Analysis (RA) that immediately follows the FUS effort. A complete baseline of occupied square footage will ensure that calculated requirements are completely accurate. The RA will include the following elements:

Complete list of Facility Category Groups (FCGs) and associated category codes with a narrative assessment;

Tabulation of existing and required facilities (TAB) based on the FPS or current force structure documentation;

Itemized Army criteria and algorithms;

All relevant documented interviews with installation and IMCOM Region POC;

Current and projected population based on the Army Stationing Plan and projected population.

Proposals for reorganization of facilities will be depicted on versions of the FUS building floor plans through colorization of rooms by proposed occupant. These will complement the existing conditions FUS drawings as a “before and after” snapshot of the proposed action.

An Infrastructure Capacity Assessment (ICA) takes place simultaneously with the above efforts. This project involves an evaluation of potable water, wastewater, stormwater, electrical, natural gas and transportation systems in terms of capacity and demand. The Future Years Defense Program (FYDP) is evaluated and modeled for future impacts to the infrastructure resulting from development. Project proposals with cost estimates will be provided to resolve any issues with existing infrastructure or to avoid potential problems as the master plan comes to fruition.

The Capital Investment Strategy (CIS) delivered within this task order will rely heavily on all of this data to the extent that the DD Form 1391’s will be developed to respond to the project requirements defined through the ICA and RA.

This project demonstrates capability to manage and integrate the data from multiple efforts under one task order.
