Area Development Plan - Peterson Air Force Base

This Area Development Plan (ADP) for the Triangle Area of Peterson Air Force Base (AFB) was acknowledged by the Federal Planning Division (FPD) of the American Planning Association (APA) as the best ADP for 2005. The relocation of AAFES and DeCa to Peterson East necessitated this study to identify redevelopment alternatives. The study area comprises approximately 52 acres and is bounded by Peterson Boulevard, Stewart Avenue and Paine Street and is considered the community heart of the base. In addition to the occupying organizations, nearly every person working on, or visiting the installation will in some way interact with this important feature of the installation due to its location, character and importance.

Rexroad APG developed a multitude of innovative and implementable alternatives for consideration that will result in an environmentally pleasant work environment for all personnel supported by the Triangle Area. An inventory of existing conditions through on-site surveys, photos, traffic studies and sketches has taken place to note failures in the existing system and conceptualize potential solutions. Discussions with strategic base personnel regarding the current plan, needs and ideas provided the platform for concept development. Alternatives were presented as conceptual plans and benefits, drawbacks, and implementation strategy for each was discussed through an interactive charrette environment. These meetings led to a final plan, which describes existing and recommended siting options of the Triangle Area to include pedestrian corridors, road layout, transportation requirements, and other urban design elements that are appropriate. Long-range land use for Peterson AFB and a siting plan for the National Space Studies Institute (NSSI) were integrated into the final plan.

Jury Comments for this award winning project are as follows: “One of the key achievements of this project is the way it handles various urban issues and responds to site-specific features. Also, this project is unique in the way it explored different development scenarios outlining potential uses for the site. An in-depth site analysis and traffic study provides direction for the redevelopment of this site. A strong design concept, which includes symmetry, visual focal points, and axial avenues offset by radial roadways, is the strength of the project. Design details are provided at both macro and micro level. This project creates a functional mix of design and planning techniques by including the symbolic architectural character of the buildings and salient site characteristics.”
