Area Development Plan - HQ AFRC Campus

Rexroad APG is preparing an Area Development Plan for a new administrative campus for the Headquarters Air Force Reserve Command (HQ AFRC) at Robins Air Force Base. The project began with an intense site investigation for the purposes of choosing the location for development. A matrix was developed to compare and contrast three potential locations for the new campus. The evaluation included scoring on the basis of infrastructure upgrade requirements, constraints, cost of construction, site amenities, walkability/connectivity, and consistency with the base general plan.


Following site selection an internal charrette was held at the offices of Rexroad APG. The design studio was covered with large scale maps illustrating opportunities and constraints of the site. These maps were reviewed and discussed by four Senior Planners and one Junior Planner. These professionals worked individually to develop alternative design scenarios to be presented to the entire office for discussion of the merits and disadvantages of all. This productive atmosphere resulted in five official alternative concepts that combine the best elements of all.

 

The next meeting at Robins resulted in the selection of three preferred schemes with the following proposed design elements:

Beaux Arts style radial roadway configuration.

Quadrangle building configuration w/ internal parade ground.

Segmented parking lots help to reduce visual impact.

Central glass atrium with sky bridges connecting admin sections over reflecting pool.

Cooling towers provide light to all offices and natural cooling.

Three winged primary building connected by 3-story glass atrium. Building maximizes lake views northeast, forest views south and golf course views northwest.

Segmented radial parking areas reduce overall visual impact.

As a Command-level project the design, review, and presentation cycle is extended. Rexroad APG has shown a commitment to the success of the project by including additional charrettes, renderings, and site visits that are out of the original scope at no additional cost.
