The Rexroad APG has a large volume of experience in all phases of Master Planning for the Army. Through the current Indefinite Delivery Contract (IDC) Rexroad APG holds with the US Army Engineering and Support Center, Huntsville (USAESCH) there are two Metroplex Plans being developed for Las Vegas, Nevada and Oklahoma City, Oklahoma. These projects are modified from a traditional Real Property Master Plan to provide for a particular emphasis on regional analysis and demographic information. The Plan will provide a 30 year outlook into the Metroplex area with the intent of providing insight into future target populations and growth patterns. All pertinent data related to each FACID will be integrated into a concise facility decision matrix.
The following information describes the key steps in the planning process, guided by this new regulation as well as knowledge gained from our previous significant experience.
Facility Condition Assessment
Assess facility condition of each building using Installation Status Report (ISR) data or more sophisticated metrics as appropriate. If using ISR data, ensure space use and condition can be assessed jointly. More sophisticated metrics might include employing Whitestone standardized condition ratings and cost information so that data can readily be compared to other Federal facility information.
Infrastructure Assessment
As is the case with facilities, all utilities and roads data need to be documented so that proper utility and traffic modeling can occur. This modeling ensures that infrastructure is in place to accommodate the planned programs that will support the missions.
Anti-Terrorism / Force Protection (AT / FP)
It is important to calculate and evaluate buffers of stand off distances for unobstructed space, buildings, installation perimeter, as well as Explosive Quantity Safety Distance (EQSD) arcs. This process is critical to identify issues with existing structures and siting for proposed facilities.
Environmental Data
All Federal actions need to follow the NEPA requirements. In order to do this, as well as to meet the Army’s intent to be good stewards of the land, environmental characterization is needed. This includes understanding development complexities such as wetlands, floodplains, riparian areas, steep slopes and erodible soils, threatened and endangered species among other items. Additionally, we are concerned about cultural resource issues related to Section 106 of the National Historic Preservation Act, such as archeological sites and historic facilities.
Existing Condition Maps
Existing Condition Maps are the component that allows all other planning to occur. Good mapping will be accurate and includes the information listed above under Development of Asset Inventory/Existing Conditions. These maps are ideally GIS based; following standard organization spelled out by the Spatial Data Standards and the Federal Geographic Data Committee. If done appropriately, existing condition maps can be a powerful analysis tool used throughout the planning process. They will provide an updatable, sustainable planning product.
Real Property Master Plan Digest
The RPMPD is an easily accessible document that provides the:
– Vision, goals and objectives for the Installation Development
– Summarizes the key planning concepts
