Rexroad APG was responsible for the development and preparation of the Environmental Section of the Long Range Component (LRC) of the Real Property Master Plan (RPMP) for Tobyhanna Army Depot. The Environmental Section includes narrative discussion, data and information, maps, photos, illustrations, and other graphics. This document was prepared in accordance with the May 2005 edition of the AR 210-20, Master Planning for Army Installations, the latest edition of the Master Planning Instructions, and all other applicable and related planning and environmental regulations, guides, and criteria. This effort is a critical portion of the complete master plan which has a specific focus on sustainability, Critical Infrastructure Assurance/Force Protection, NEPA, and inter-governmental coordination.
The process or developing the LRC RPMP Environmental Section includes intensive data gathering and interviews, thorough analysis of the information gathered, identification of issues, and recommendations for addressing issues. Rexroad APG has determined and verified existing conditions at Tobyhanna through site survey, and interviews. Photographs and sketches taken during this field visit will support the plan with graphic augmentation. The establishment of existing conditions was continued with secondary research from other Federal sources and review of existing maps, studies, and other documentation.
This information will be used to identify and consider environmental factors that impact on, or are impacted by, planned DoD activities and operations. It is critical for the RPMP at Tobyhanna to fully consider the environmental consequences of proposed actions in conjunction with national security requirements and other considerations of national policy. The Environmental Section prepared by Rexroad APG will ensure that decision makers are cognizant of the potential environmental impacts of their decisions.
