General Plan - Vance Air Force Base

Rexroad APG has prepared a General Plan for the Installation Commander and other key decision makers at Vance Air Force Base (AFB). This document shall address and explain the investment strategy; stewardship for natural and cultural resources; compliance with environmental laws and legislation; and good planning practices in general terms. It will serve as the basic decision-making document from the installation to the Air Staff level, to include support for Base Realignment and Closure (BRAC) actions.

Three Area Development Plans (ADPs) were included with this project. The Flightline Mission Expansion ADP provides for three functional additions. The projects include two aircraft parking apron expansions and a new outside parallel runway to include a control tower, fire substation, and mobility aircraft parking.

The Flying Training Campus ADP focuses on the need to provide adequate facilities in a campus environment to house the four flying squadrons of the 71st FTW. The proposed building configuration creates a tight grouping putting all flying squadrons adjacent to each other and to the flightline while establishing a hierarchy of progress with the upperclassmen nearer the flightline.

The Community, Recreation, and Fitness Complex ADP addresses the continued development of the current community and commercial center of Vance AFB. This area will be enhanced through the addition of several community related functions including a new clinic, chapel, indoor swimming pool, Wing Support Center, and a new Community Support and Professional Development Center. This concept consolidates all of the installation’s community functions in an area of the base that is adjacent to family housing and easily accessible by automobile or pedestrian circulation paths. It also takes advantage of larger consolidated parking areas for multiple buildings, which reduces the clutter caused by many small lots scattered throughout the installation and provides for required AT/FP setbacks.
